Add secret-file-backed Wi-Fi and device MQTT credential injection.

• keep passwords out of desired JSON and logs
• detect SSID and MQTT identity drift
• retry verification across device reboots
• continue reconciling other devices when one is offline
• fix decode-config observation output

Validated with Ruff, 8 unit tests, and a complete local container build.
